
The City of South St. Paul is preparing for the reconstruction of 5th Avenue South, from Southview Boulevard to I-494. This approximately one mile stretch of roadway is in need of reconstruction to address the following issues:
- Concrete roadway is 50 years old and nearing end of its useful life
- Curb & gutter is in need of replacement
- Water main upgrades are needed to improve system-wide pressure and service
- Storm sewer upgrades are needed
Additional goals of the project include:
- Improving pedestrian facilities
- Adding pedestrian level lighting, if feasible
- Potentially reduce pavement width to reduce stormwater costs and increase boulevards
- Evaluating and increasing intersection safety and current traffic control measures
- Evaluating other traffic calming measures
- Meeting Municipal State Aid roadway standards
- Creating a quieter street with asphalt pavement instead of concrete
